Abstract
This call for tender is stated in the Technical Specifications as being: “for the provision of services to advise the Commission, Member State authorities and other stakeholders on the better use of scientific knowledge and scientific networks in support of the implementation of the nature directives. Building on the evidence gathered during the fitness check, this project shall mobilize the scientific community in support of better and more effective implementation of the EU nature legislation”. The two key aspects of this (highlighted in the original text) are to make “...better use of scientific knowledge and scientific networks...” and to “mobilise the scientific community”; both in support of the outcome of the Fitness Check – that requires better and more effective implementation of the EU nature legislation.
In order to achieve these two objectives, the contract will “enhance the accessibility of scientific knowledge to policy makers and all players involved in implementation”. The means proposed are to provide “a science-policy interface” and “by performing a systematic review and meta-analysis of existing scientific evidence”. Furthermore, there should be an assessment of “how far the scientific community can help or even offer solutions to strategic problems in the area of EU nature conservation”.
