Exploration of whether a programmatic approach is also useful for environmental pressures other than nitrogen

Abstract

The government has approved the Flemish Natura 2000 programme with 36 actions for the period 2016-2020. Action 26 aims to improve understanding of the desirability of a programmatic approach (PA) for relevant environmental pressures other than nitrogen. PA is a tough procedure and the question is whether there are better alternatives. To this end, we will draw up a framework for assessing the potential of the instrument PA (global rather than local approach, more fairness, greater effectiveness, etc.) in relation to the risks (PA requires a great deal of consultation and information, which is far from always available). We will apply the framework to the most relevant environmental pressures for Flanders. ANB, INBO and VMM have committed themselves to action 26 and will issue a recommendation on this basis.
