    Abstract

    Despite the conservation targets, none of the targets for the tern were met in any year until 2024. Mainly due to the limited size of the breeding area and high predation and disturbance pressure from land predators, the terns were unable to maintain their numbers at the level of the western outer harbour. In 2023 and 2024, the sandwich tern experienced a resurgence, but bird flu then decimated their numbers.
    The numbers of lesser black-backed gulls and herring gulls have stabilised at an acceptable level.
