In addition to monitoring and evaluation, it is necessary to have instruments that generalise (model) the results spatially and temporally. These tools should make it possible to investigate the effects of interventions or system changes. Policy supporting knowledge is needed to describe the effects of interventions or system changes on higher trophic groups (waterfowl, macro- hyperbenthos, fish) and vegetation. The Scheldt is of exceptional economic importance, constantly manipulated by human interventions and is expected to be impacted by climate changes (tides, precipitation, temperature). As a result, good instruments are needed to prepare for the future.
The instruments must make it possible to evaluate the impact of interventions or quality changes with regard to the European directives (Birds and Habitats Directive and the Water Framework Directive) and to evaluate the objectives as set out in the Long Term Vision 2030 and expressed in the Conservation Objectives.
